Club Permit Scheme
Financial members of the HRA are eligible to apply to drive their Historic vehicles under the VicRoads Club Permit Scheme.
VicRoads is responsible for running this scheme in conjunction with The AOMC (Association of Motoring Clubs). The HRA is a member of the AOMC.
This is important: the Club Permit Scheme is not vehicle registration – it is a special type of “permit to drive” an unregistered vehicle, under restricted use provisions. A reduced third-party insurance premium is payable, based on the fact that the vehicle is not in regular use.
This is also important: you must be a current financial member of the HRA for your HRA-administered Club Permit to be valid. If your membership lapses so does the permit. You will then be driving an unregistered vehicle and open to penalties for doing so.
Vicroads is currently reviewing the Club Permit Scheme (CPS). This has come about as a result of numerous complaints received by Victoria Police and other authorities in relation to CPS vehicles intercepted or reported. For example, many being used as daily drivers, highly modified CPS vehicles appearing on some TV shows and injuries or fatalities involving highly modified vehicles wearing CPS plates.
In expectation of this review the HRA Committee has decided to be proactive and instigate more thorough inspection criteria and an improved record keeping system. The HRA has more than 250 vehicles on the Club Permit Scheme. The majority of these are not competition vehicles.
In February 2010, the HRA signed an agreement with Vicroads which, among other things, requires that the HRA warrants that the vehicle is safe for use on a highway.
To help us in the administration and conformity of the HRA’s agreement with VicRoads, HRA’s inspection regime is described in the following pages.
Follow these steps for NEW applications:
1. You must be a financial member of the HRA.
2. Obtain a Club Permit Application form from a Vicroads office or the Vicroads website and complete it.
3. Obtain a normal Roadworthy Certificate. Bring or post the Roadworthy Certificate and Club Permit Application form to one of the HRA’s inspector/signatories to arrange for signature on Club Permit Application form.
If posting application, you will need to also supply by email four photos of your vehicle (front 3/4, rear 3/4, general engine bay & general interior through drivers door) to the HRA inspector/signatory for our records.
4. The HRA inspector/signatory will sign the Club Permit Application form and provide you with an “Official letter from your club/association confirming vehicle safety”. This letter will also confirm that you are a financial member of the HRA.
5. Attend a Vicroads office. Present the Club Permit Application form & Roadworthy Certificate, pay the permit fee and collect your Club Permit Plates, New Logbook, Logbook Sticker and Windscreen label.
Note: You do not need to make an appointment at Vicroads. You do not need to present the vehicle to Vicroads. (If you submit your application by mailing it into VicRoads, you will have to wait for the delivery of your number plates)
6. Affix the number plates to the vehicle and the sticker provided to you by Vicroads into your new Logbook. Keep the Logbook in the vehicle. Make sure that you fill in the logbook when you use the vehicle.
Follow this process for renewing your Club Permit through the HRA:
1. Receive your Club Permit Renewal Form and new Logbook from Vicroads.
2. You must be a financial member of the HRA.
3. a) Contact one of the HRA inspector/signatories to arrange an inspection of your vehicle. Allow approximately 2 hours for an inspection. OR
3. b) Obtain a normal Roadworthy Certificate. Bring or post, Roadworthy Certificate & Club Permit Renewal Form to one of the HRA inspector/signatories to arrange for signature on the Club Permit Renewal Form.
If posting renewal, you will need to supply by email four photos of your vehicle (front 3/4, rear 3/4, general engine bay and general interior through drivers door) to the HRA inspector/signatory so that they can be compared to the ones on our records.
4. Present your vehicle for inspection at the agreed time and place. If no hoist is available the vehicle must be presented on stands with all wheels off.
5. a) If passed, the HRA inspector/signatory will sign the Club Permit Application form and provide you with an “Official letter from your club/association confirming vehicle safety”.
5. b) If failed, rectify faults and arrange for representation of vehicle.
6. If the inspection was performed by one of the HRA inspector/signatories, pay the ‘renewal’ inspection fee of $55 (incl GST) to the inspector.
7. Attend a Vicroads office. Present the Club Permit Application form and club safety letter (or Roadworthy Certificate), pay the permit fee and collect your Logbook, Logbook Sticker and Windscreen label. Note: You do not need to make an appointment at Vicroads. You do not need to present the vehicle to Vicroads.
8. Affix the sticker provided to you by Vicroads into your (new) Logbook. Keep the Logbook in the vehicle. Make sure that you fill in the logbook when you use the vehicle.

Fees
These fees are payable to the inspector – NOT to the HRA
- New Application/Renewal, If vehicle presented at HRAs inspector/signatories premises: $55.00 (incl GST)
- New Application/Renewal, If vehicle presented at your premises:
$55.00 (incl GST), plus a travel charge to be negotiated with inspector.
How do I change an engine number?
- Contact one of the HRA inspector/signatories to arrange an inspection of your new engine number so that our records can be updated.
- Advise Vicroads of the change of engine.
What is the process for country based members?
The process is the same as for city residents. You must either obtain a RWC from a local Licensed Vehicle Tester or arrange with one of the HRA inspector/signatories to inspect your vehicle either by bringing it to Melbourne or arranging for the inspector to visit you.
How do I renew a laid-up vehicle?
- If the vehicle cannot be presented for an inspection because it is laid-up or under repair, you must supply a letter, along with the renewal form, to a HRA inspector/signatories stating that the vehicle is currently unable to be driven, the reason why, and an indication of when it will be driven again.
- After payment at Vicroads, the complete renewal form with stickers still attached, is to be returned to the HRA inspector/signatory who signed it. The form will be held by the HRA inspector/signatory until such time as the vehicle is ready to be returned to the road.
How do I bring a CPS vehicle from another club?
If your vehicle is on the Club Permit Scheme with another club and you wish to bring it to the HRA:
- If the change is to happen at your permits normal renewal time, follow the “Renewal” process. The HRA inspector/signatory will cross out the old club and insert Historic Rally Association.
- If the change is to happen other than at your permits normal renewal time, follow the “New Application” process.
In either case, a HRA inspector/signatory will need to inspect the vehicle.
NOTE:
Modified Vehicles (other than competition vehicles, ie those with Roll over Protection Structures (ROPS)), will be subject to Vehicle Standards Information Bulletin 8 (VSI 8 = Vic State) and Vehicle Standards Bulletin 14 (VSB14 = Federal).
***Seek advice before modifying your vehicle***
Rally Vehicles post 1/1/86 WILL NOT be admitted to the CPS under the HRA. If your post 1/1/86 vehicle is modified (eg ROPS) it will need to go onto the RP Plate scheme.
